The Australian Communications and Media Authority (ACMA) has published draft rules for the digital dividend spectrum auction. The proposals are made up of two core elements, with the first of those being the allocation instruments, which will provide the legal basis for the auction, including confirming what spectrum will be made available and setting out the rules for how the auction will be conducted.
